
Haryana Electric Vehicle Policy, 2022
Vide this outlook we intend to apprise you about the Haryana Electric Vehicle Policy, 2022 (‘Policy’) (effective July 10, 2022). The Policy has introduced significant monetary benefits to manufacturers and buyers and other measures to develop infrastructure for Electric Vehicles (‘EVs’). Some of the key benefits and measures are as follows:

Capital subsidy
· Capital subsidy as a percentage of Fixed Capital Investment (‘FCI’) for manufacturers of EVs and components intended for exclusive use therein.
· Capital subsidy as a percentage of FCI to first five units set up for battery disposal, recycling and material recovery.
· Capital subsidy as a percentage of FCI to specified number of privately owned public charging stations and battery swapping stations.
Seed funding
· One time seed funding for existing units converting into manufacturer of EV, EV components and batteries.
Other benefits
· Reimbursement of fifty percent net SGST paid in cash for ten years or realization of FCI, whichever is earlier in lieu of Capital subsidy.
· Reimbursement of full stamp duty on purchase and lease of land and building.
· Special electricity tariff and reimbursement of full electricity duty for twenty years.
· Reimbursement of fifty percent cost of water treatment plant for first five units upto Rs. 50 lacs.
· Reimbursement of expenses incurred in patent registration upto Rs. 25 lacs.
· Employment generation subsidy of Rs. 48,000 (per annum & per employee) for ten years for units established in specified areas. |

· One time subsidy as a percentage of ex-showroom price to specified number of units.
· Complete or partial exemption from Motor Vehicle Tax depending upon type of EV to specified number of units.
· Discounted registration fee for specified number of units. |

Development of EV charging infrastructure |
· Department of Town and Country Planning will mandatorily include and motivate existing group residential buildings, commercial buildings, malls and metro stations etc. for making provision for charging stations.
· Fast charging stations and battery swapping infrastructure will be provided on highways and other prominent roads within every 30 kms.
· Government will provide incentives for open access charges to EVs charging stations with rooftop / ground mounted solar power generation facility. |
2. |
Human capacity building |
· In order to provide sufficient skilled employees to the manufacturers of EVs, Government Organizations, PSUs and Private Companies will be encouraged to set up Centres of Excellence. |
3. |
Research & Development |
· Capital subsidy as a percentage of FCI will be given to specified number of developers of new charging and EV technology. |
4. |
Demand creation |
· Due consideration will be given to EVs while hiring / purchasing vehicles in Government departments.
· Gurugram and Faridabad will convert 100 percent of all commercial passenger vehicles to EVs. |
