Use of unofficial e-mail ids by department for communication with taxpayers

In present scenario, most communications are sent by department to taxpayers through e-mail. Further, taxpayers also submit most of responses to departmental queries (including data sought) through e-mail. Many times, such e-mails are sent by department from unofficial domains like gmail, rediffmail, yahoo etc. This raises concern on authenticity of such e-mail communications through which confidential data and information is shared by taxpayers since such communications cannot be monitored by Government.

This is to update you on internal Circular F. No. IV(18)/02/2020-Systems-NCC dated March 18, 2020 vide which Directorate General of Systems and Data Management (the Information Technology wing of CBIC) clarified that official e-mail ids of all officers working under aegis of CBIC will now undergo change of domain name and will have domain gov.in (instead of earlier domain icegate.gov.in).

In an endeavour to ensure transparency and accountability in Indirect Tax administration, the Government is making rampant use of Information Technology. From implementation of faceless assessments in Customs to making GST Common Portal a single point for all communications under GST regime, this objective is apparent. 

If a taxpayer receives department communication from unofficial e-mail id (other than domain gov.in), it must request department to send e-mail only from official e-mail id. Further, Document Identification Number (DIN) should be insisted upon departmental communications.
