
Sunset review of anti-dumping duty imposed on Melamine and Polytetrafluoroethylene – International Trade Law Update #56
On August 23, 2021, DGTR issued final findings recommending continuation of anti-dumping duty on import of Melamine from China and Polytetrafluoroethylene from Russia.
Melamine is used for making melamine-formaldehyde which in turn is used in producing downstream products. Originally anti-dumping duty was imposed on September 3, 2004 and continued thereafter pursuant to sunset reviews. Currently, anti-dumping duty is valid till September 30, 2021.
Polytetrafluoroethylene is primarily used in electrical, electronic, mechanical, and chemical industries. Originally anti-dumping duty was imposed on December 30, 1999 and continued thereafter pursuant to sunset reviews. Currently, anti-dumping duty is valid till October 31, 2021.
Considering that anti-dumping had been in existence for more than seventeen years in both cases and recent trend of rejection of positive anti-dumping duty recommendations, it will interesting to watch whether Ministry of Finance accepts / rejects positive recommendations of DGTR.
